I'm sorry, to clarify, are you on a Mac running Safari, or iOS 11.0.3? The versions are very similar currently.
On a Mac, you can quit Safari, then hold Shift before clicking its icon to open it. This starts a new session and will get rid of a persistent popup.
Malwarebytes for Mac may also be of service

Apple can not "fix" you going to websites and getting malware or adware due to your own habits. However no OS X virus has been reported in the wild by any credible securites lab in the world.
I never claimed to tell you that you were irresponsible, I simply said Apple is not responsible for whatever you habits are and what garbage you pick up from the sites you go to due to those sites content or advertising choices.

People are trying to help you. Please download and run etrecheck (see link above) and post the report here.
I had a chat with Apple support. Basically he told me Apple is aware of this problem and everything I had already done is what he would have done. He suggested that I download Malwarebytes, which up until then I couldn’t download anything off a website in safari. I did and ran the scan. Three bad files were found which were removed. Safari worked for about an hour and is once again poping up the following:

and then I have to force quit safari. I retain the malware program and it tells me my system is clean. So what next?
I definitely have a virus on my iPhone X. It’s not a website popup or website message. It started infrequently on different websites I was accessing through Safari. It high jacks what I’m doing and says I won something, instantly redirecting me. I have my phone set to prevent pop ups. I have deleted my browser history which used to get rid of it temporarily. I’ve hard reset my phone and this KEEPS happening with alarming frequ
I have safari 11 and is 11.0.3 I have done the force quit, emptied the cache, removed files and it still comes back

please clarify where you are getting this information otherwise you are confusing adware with virus - which is like confusing a toothache with bubonic plague.
Ok adware whatever. My safari is useless and I am not an irresponsible web user. It is the support for Apple pop up that discussions are all over the web. Nothing is working
Please try Malwarebytes as previously suggested or post an Etrecheck report as previously suggested. Did you try reopening Safari with the shift key held down as previously suggested.
