Received iPhone X and most of the settings, apps, etc restored from my icloud backup. Photos did not transfer over and when I go to setting iCloud backup, the restore process is finished. How do I get my photos from my old phone onto my new phone without using a computer?

where it says: If you turn on iCloud Photo Library on your device, your photos and videos are already stored in iCloud, so they aren't included in your iCloud backup.
Another possibility (if you weren't using iCloud Photo Library) is that you had turned off the option to include photos in your iCloud backups:
Settings > General > Storage & iCloud Usage > Manage Storage (under ICLOUD) [your iPhone] (under BACKUPS)
and see if Photo Library is selected under CHOOSE DATA TO BACKUP

Did you turn on iCloud Photos on the new device? Make sure the device is plugged in and connected to WiFi.
