The “why” is very easily answered - because the UK government requires that the seller collect those sales taxes at the point of sale, for every sale regardless of where you reside. The same thing applies to sales taxes in Canada, the USA and most places. The retailer has no discretion at all in who they charge sales tax to when it comes to direct personal sales.
This is a technical support forum. No one here has any control over implementation of tax law in the UK.
We here are all just users like yourself. You need to contact Apple in the UK
UK tax law applies to anyone buying from a UK sales outlet, visitors to the UK can reclaim it when they leave the UK.
