Photo stream shows jpg icon not image preview

My Photo Stream on my iPad (iOS 9.3.5) is now only showing a 'jpg' icon instead of the image preview for any photos taken with my iPhone 7 (iOS 11.1.1).

This is a new problem since upgrading the phone ios. I am at a loss to ascertain what would have changed and my 'googling' only seemed to discuss the concept of photo stream.

any help/ideas appreciated.

SOLVED

Whilst searching on an unrelated matter I found a discussion on iOS 11 and newer image formats. Under the settings --> Camera --> Formats you can choose between 'high efficiency' and 'most compatible'. the iOS 11 update would appear to select high efficiency in some instances. Switching this back to most compatible solved my issue between newer and older iOS versions and photo stream.
