iOS or Wireless Cell Service, who to blame?

I just upgraded from an iPhone 6s to an iPhone 8 on the AT&T network. On both of my phones I have noticed that every time I use it (using my apps) or make a call on it either an ambulance, police car or fire engine goes by me with lights and sirens blaring. I have wondered if it might be an iPhone problem or a problem with the cell service. Has anyone else had this same issue? I know that there have been issues with Siri, but I have not turned that feature on. I do not use Siri either.
