WatchOS 4.1 has reduce the limit the number of songs can be downloaded ?

Before I have updated to v4.1, I have download 916 songs / 4.5GB.

After I reset my AW, it start to limit the number of songs

Is there any method to downgrade firmware ?

I am using AW Series 3 LTE, more than 10GB are available but can not use it.

It is so unreasonable..
