My purchased app isn’t available

i purchased an app for my iPhone 7 Plus, then I wanted to restore it to my new iPad Pro, the app is availabe at App Store but I have to pay again to download it. I contacted the developer of that app and said that this issue is under Apple Store control.

iPad Pro Wi-Fi, iOS 11.0.1
