At first you should check on icloud.com or your Mac if your contacts are still there.
If yes there is probably an iCloud issue and you could try turning iCloud contacts off and back on:
Go to settings > tap on your name / Apple ID name > iCloud > tap the contact switch > keep your local contacts > tap the contact switch again and let iOS merge your local and online contacts
Otherwise you could try signing out of iCloud completely and log in again.
