i bought a ipad from a previous owner and i have no way to contact him, what do i do since i cant ask him to remove the ipad from his account?

If you bought it through a place such as Amazon or eBay, ask the people running it for a refund. Otherwise, nothing; the activation lock is an anti-theft measure.
