Transfer Photos from Windows 10 PC to IPad Air 2

I have a file of photos on my PC that I want to put on my IPad. I have tried connecting the 2 and opening ITunes on my PC and choosing the IPad icon in the upper left and then then opening the photos tab. I then get a large open area on the right that says,

"ICloud photos is on. Ipad can access photos in ICloud. Photos can be downloaded to your device via Wi-Fi or cellular network."

There is also a content meter at the bottom as well as a sync tab.

What am i supposed to do from here? I have IOS 11.1.2 on my IPad and ITunes version 12.1.7.14 on my PC.
