Hey Liyahlenei1,

If I understand correctly, you are being asked to pay for something on the Mac App Store. One reason this could be happening is if it is asking for payment information and not actually making a purchase at this time. There could also be a billing issue with a past purchase that needs to be resolved before other purchases are possible. I would recommend you read these articles and use them to help troubleshoot the issue.

Change or remove your Apple ID payment information

If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store
