I was watching TV, not through Apple TV although it was on. Suddenly, the program I was watching on broadcast station disappeared and the TV screen said iPhone Air Play Code and a 4 digit code. After several minutes, that disappeared and the regular TV program returned. I have no idea what caused that, and looking all around at my iPhone, my Mac, etc. doesn't give me a clue.

My guess would be a neighbor with an iPhone or iPad was accidentally reaching your Apple TV when they were trying to use AirPlay. The Apple TV when engaged if allowed by the Settings on your TV could interrupt your TV, temporarily switching it to that HDMI Port.
I believe he is referring to HDMI CEC, if you don’t want the input to switch when ATV is engaged then you would need to disable that via settings.
Could you say some more about "if allowed by the Settings on your TV could interrupt your TV, temporarily switching it to that HDMI Port?" I'd like to be sure that neighbors cannot do that if you could suggest anything. Thanks!
Hi Larry Sochrin1. In tvOS 11, you can restrict AirPlay to users on This Network, not Everyone. That will prevent peer-to-peer AirPlay, which is probably what you experienced. Check Settings > AirPlay on your Apple TV.
