I have been having trouble with Safari since the latest Sierra update where the browser doesn't scroll at many websites, particularly those using CMS editing / WYSIWYG tools on web pages. I figured upgrading to High Sierra might do the trick, but it does not. I do not have any extensions being used on my application.
Help. I have to use Chrome to work on projects.

Hah, the site https://www.macissues.com/ is blank for me. I can see anything. Even when I do a search, the link to that site shows up blank. I can not find any other instructions.
See above. I already ran the report. The ordering of the comments is whacked.
I do NOT have or use a ZoomUsPlugin on my system.
Okay, there was a Zoom Launcher plugin and I turned that off. Restarted and relaunched Safari with still no effect.

Is there a webpage that shows this problem 'reliably' but doesn't require an account or login ?.

May be he has deactivated the site.
Safari on Sierra and and High Sierra do not scroll at all.
