What exactly doesn't work?

Step by step:

Tap on Settings (gear icon).

Tap on General.

Tap on Restrictions.

Tap on Enable Restrictions.

Create a Restrictions passcode. Write it down.

Tap on Volume Limit (near the end of Restrictions).

Adjust the value.

Save the new settings.

Back out from all the screens.

Hi. You can set a Volume Limit in Settings > General > Restrictions.

You will need to create a Restrictions passcode. Write it down. If you forget it, you have to erase the device to unlock it.
