iCloud account blocked

I updated my aunt's iPad to iOS 9 two days ago and it started updating iCloud but she gave me the wrong password and it blocked her iCloud account.

Problem 1) Her Apple ID account is accessible (with another email) but is different from the iCloud account - now blocked.

Problem 2) The rescue email for her iCloud account is her iCloud email (inaccessible) and she lied about her age in the security questions (also inaccessible).

How can I unblock iCloud?
