how to turn off voiceover when all is unchecked?

Same problem of Voiceover returned by itself. Everything is turned off in Accessibility that can be done. The only way to stop the Voiceover is to mute the sound in the Control Center. Then I can’t hear the keyboard clicks either.

What to do??? Siri doesn’t know either as she says the voice is off but it is not
