IOS 11, Notes crashing when trying to add note to files

When I try to add a note from apple notes on iPhone iOS 11 to Files app, Apple Notes crashes and I cannot add the note to the Files app.

I also noticed when looking at iCloud Notes on the web, some notes have a paper place holder and the content of that part of the note is not visible.

In the above example, all the step by step instructions are not visible in iCloud Notes but I can see all of the steps in the note in the Notes app on iPhone.
