Secondhand ipad, him forgot to change apple id and i couldnt find him again.

Hi, everyone. I have 1 problem for this ipad. I brought a secondhand ipad from my friend. Him forgot to change on reset the apple id. I couldnt used my apple id to some apple app requestion. My question, how i change the old my friend apple id and password tobe my apple id and password? Thanks for you all help.
