Cant transfer photos from iphone to pc

Hi. i have the SE with ios 11.1.2

When i connect the usb to my pc sometimes it just syncs in itunes and i cannot see " Iphone " in my computer.

Sometimes i see the iphone listed in my computer, then i click on it. then again in internal storage, and theres no folders or files in the directory >?

How do i transfer photos from iphone to PC
