Apps won't load on iPhone 8

Iphone 8 running on iOS 11.1.2 won't upload apps onto phone. I've restarted the phone, reset the phone, and erased all setting and reset the phone to no avail. Apps still appear in home screen as if they are loading, but never fully load.
