There isn't an iTunes Store in Iraq, which might be why the account is disabled (you have to be in a country to use its store, so you cannot use another country's store). When you are in the country that you have as the country on your account try contacting iTunes Support.

What country do you have as the country on your iTunes account ? Using a country's store when not in that country isn't allowed by the store's terms, when you are in the country that you have on your account contact its Support and see if they will re-enable the account.

No I can't, and a US account can only be used when in the US (you have to be in a country to use its store) - when you are in the US you could contact US iTunes Support and see if they can/will re-enable it

Iraq isn't supported by Apple, there is no iTunes Store there, you will not find an Iraq Apple phone number. If the account is for the US store it can only be used when in the US, when you are in the US you can contact US iTunes Support.

I know that Iraq doesn't have its own App Store, and that is likely why the account is disabled as you are violating the store's terms by trying to use the US store when not in the US. You will have to wait until you are in the US and see if US Support will re-enable the account, or wait until if/when Apple open an iTunes Store in Iraq and you are able to put your real address on the account.
