There isn't an iTunes Store in Iraq, which might be why the account is disabled (you have to be in a country to use its store, so you cannot use another country's store). When you are in the country that you have as the country on your account try contacting iTunes Support.
Using a country's store when not in that country (e.g. using the US store when not in the US) can result on an account being permanently disabled.
