Lost pictures after backing up iPhone

Has anyone else backed up their iPhone photos only to lose pictures when switching phones even though the software represented that the backup was completed? Apparently the backup indicator is misleading as the photos aren’t truly backed up when the indicator says your iPhone has been backed up.
