Incomplete download from iCloud Photo Library to my PC - why?

I just recently installed "iCloud for Windows" on my PC and enabled the auto download function. Unfortunately it did not download the complete photo library from iCloud to my PC - only a fraction of the photos. Why?

Also, I copy/pasted a photo from my PC into the iCloud "upload" folder and do not see it on my iPhone or iPad - why?
