New iPhone 5C won't get past Apple logo

I bought a brand new 5C on ebay, plugged it in and it stayed on the Apple logo for a while so I took a shower and had breakfast thinking it'd be done by the time I'd finished but it was still there. I unplugged it, looked online and held the home/lock buttons until it told me to connect it to iTunes. I do that and it tells me there's a problem and the phone has to be restored. While restoring the computer makes a "disconnected" sound and the phone gets stuck on the logo again but with a wheel below it that doesn't spin.
