I’m having a problem with sending and receiving text messages

I have reset the phone. It looks like they reset back to factory. I took to store and they removed a lot of app pages and internet pages. I read I may have too many text messages. I do have a lot of those for over a year saved. I have removed a lot of those in particular to the one person I’m having the most difficulty with but still he is not getting my messages and he says his messages to me are spinning. He had no problem with any other persons text. I have had problems with others. I notice sometimes to the same person my message can be blue then turn green then back to blue. Can you help?
