Previews of Excel pdf Documents with Bold Font

With the new High Sierra OS, Previews of Excel pdf Documents with Bold Font is blurred and unreadable but is ok when printed. This is true when previewing an old document or in print preview and Finder view. Print Preview is the Worst.

Is this a Bug in OS Preview?

IMAC Mid 2010 Intel Core 13-OTHER, macOS High Sierra (10.13.1), iPhone 6S

Does the same Excel sourced PDF behave similarly in Adobe Acrobat Reader DC?

I Don't have Adobe Acrobat Reader but I downloaded PDF Reader Pro from the App Store and I get the same result. I see Adobe requires a subscription which i'm not ready to do.
