iPod classic on Windows 8.1 needs Apple charger?

Thanks for replying. Unfortunately, I cannot do this at the moment as the only thing my iPod will do at the moment is to show this:

The seller swears to Valhalla that plugging into an Apple-branded charger will make it complete the restore process, but apparently the charger I bought at MacAuthority along with my disused iPod touch isn't Apple brand.

I was hoping someone else might have heard of such an issue outside of this one seller, who claims to have loaded the most current iPod software onto the device prior to shipping. And others on his Ebay listing have complained of such a problem but I haven't heard of it anywhere else.

It indicated that it was charging from any old USB charger and showed a language menu when not charging before I plugged it into my computer, with iTunes open upon which it showed in iTunes, popped up a message that I must restore it to use with Windows. The restore ran quickly and ended with the screen showing. This screen is all I've seen since.

Makes me wonder if the guy from whom I got the thing really loaded the latest iPod software or some hack to make it do what he wanted. At least since I can't find reference to the issue outside of the ones from this one "refurbished" seller.

Negative on the change in charging status.

Prior to connecting, the device did show when it was charging and when it wasn't. As of the exact point in the "restore" process at which the seller claimed, it is doing nothing at all but the screen in my picture.

The combination of the device behaving exactly as the seller claimed up to the point of needing an Apple-specific charger and neither of us having heard of one behaving in quite this manner before suggests to me that it must be something specific to whatever this seller has done to "refurbish" the unit.

Not the sort of answers I wanted. Nor, I suspect, that you probably wanted to provide. But you have been quite helpful in verifying this to be a refurbisher specific issue.

I'm not quite ready to call it a paperweight just yet until I try a charger ordered from Apple and listed for all iPods. Adding $20 to the price of finding out and maybe or maybe no getting a usable iPod.
