iPod classic on Windows 8.1 needs Apple charger?

I just got a "refurbished" 4th gen iPod classic off of ebay from a "power seller" who knows but didn't mention this issue. On my Windows PC, it of course restored before it could sync, but instead of restarting, it put up a screen to plug it in. I fully charged it with every USB charger I own, including one I bought at Mac Authority on the same purchase as an iPod Touch. Seller claims it just needs an Apple-branded charger to finish its restore, but at this point I'm skeptical of this seller. Can anyone confirm that these have such a requirement?
