Family sharing

Hi there. I am new to the apple environment. I have just purchased an IPAD for my 12 year old for school. THis is the only apple device in the household. I have set up my own account and then added my child to a family sharing account with me as the organiser.

The thing is, I cannot receive the ask to buy app requests as I don't have a device. Is there a way around this.

I have spent hours trying to set this **** thing up and am about to throw it out the window.
