Storage

I have run out of iPhone storage so I paid 79p to buy more iCloud storage and nothing has changed, I still can’t take pictures or do anything in my phone. I don’t understand. If i delete my pictures and videos from my phone will they stay on my iCloud so that I can keep the pictures but still download things and take new pictures on my phone?
