iCloud folders not visible on iPhone

I have set up folders and subfolders in iCloud on my Mac but when using the files app on my iPhone only the 'Numbers' 'Pages' and 'Keynote' folders together with all my individual photo files are visible. Everything else is syncing fine - e.g. newly taken photos appear, pages and numbers files appear etc but the folder structure just isn't there
