Add a HD to an AirPort Express to create Time Capsule

My AirPort Extreme / Time Capsule died due to a power surge. However, I was able to retrieve all of the The Capsule back-ups and store the to another external disk.

I have an Airport Express. Is it possible to connect the external drive to the Airport Express USB port, use that drive as a Time Machine?

macOS High Sierra (10.13.1), 15", 1.83 GHz Intel Core Duo

Sorry, but no. The AirPort Express' USB port does not support hard drives or have a built-in file server.
