My past photos were backed up in iCloud but not those 1800 pics are not visible

Recently I have upgraded my iPhone 5s to iPhone 8 and logged off iCloud in old phone and logged in in new device iPhone 8 and I got all the back ups including all the 1882 pics but now when I see only few recently clicked pics only visible? Where my data of iCloud is gone? How can I get my pics back?
