i have changed my applied. When I re downloaded my dictionary.com app The in app purchases did not update. I checked with the dictionary.com people and they said I needed ask you

First you are not talking directly to Apple here. We are all Apple-product users just like you.

Second, any purchases you make with an Apple ID is associated with that Apple ID. You would have to repurchase the same item when you use a different ID.

Did you change your existing Apple ID or create a new one? If you created a new one, what you need to do is a name change. If you did make a name change as opposed to a new Apple ID, you need to contact iTunes Support.
