Instagram app not updating to latest version

i am having an issue with my Instagram app, it says it has updated to the latest version yet the functions and layout of the newest version of the app arent there. I have tried restarting my phone, deleting and redownloading the app multiple times, I even got a new phone all together and the problem persists. The strange thing is that if I log into someone else’s account using my app on my device it shows as the updated version, so I am not sure what the issue is or how to fix it. I have tried to report it to Instagram and get in contact with them multiple times with no success so I thought I’d ask here and see if I can get some resolution. Thanks!
