How to upload most current software for iPad 4

I won an iPad 4th gen. It came with iOS 6.0.1. Most apps won’t allow me to download until iOS 9. If I go into software update, it says everything is up to date. I know this device is able to run iOS 10. How do I download new software?

Try doing the upgrade with your iPad connected to a computer running, at least, iTunes version 12.6.
