Suddenly can't login to iCloud? "Email address not available"

I try to login to iCloud and Apple asks me to verify my email address (that I've been using for a decade). So I get their 6 digit code and enter it, and an error pops up that my email address is not available. I don't know what that means, why can't I log in to iCloud?

Yes. I'm logged into communities right now, and in iTunes on my computer and phone. I'm trying to update my payment method but I can't because it won't let me login.
