If you are attempting to make a purchase, it could be the amount is greater than 3.67. If you are not making a purchase, and are just trying to enter the card, it could be that card is not one that is accepted. Also, iTunes is not the one declining the card, the bank does, and Apple just reports it to you. It could be an issue with the billing address, name match, or something else. Contact your bank and see.
