It seems that Apple purposely changed to monthly plans for iCloud according to this support document. Annual iCloud storage plans - Apple Support It does not provide any information about changing to annual, only the other way around.

Paid for what? If it is a subscription for something, I suspect if it is asking you to pay monthly, that is the only option they have available.
