Do you mean Facing Pages in the same document?
You will need to use Pages '09.
Pages 5 & 6 do not have this feature (along with over 100 others that are in Pages '09.
Or do you mean 2 separate documents next to each other?
Open both documents and resize the windows by dragging on the bottom right corner, closing the Inspector sidebar and thumbnails as needed (assuming you have Pages 5 or 6).
This is much easier and neater in Pages '09 because it has less wasteful clutter than Pages 5 or 6.

I got it! I'm running Pages 6.3.1 on High Sierra. I wanted to compare two documents side-by-side. Finally found a command under "Window" - "Move tab to new window." So I opened both documents, which created one window with two tabs. Then I selected one of the documents and hit "move tab to new window" and bingo! Two windows, each with one document. Moved the top window over and I had two documents, side-by-side.
Open the Pages document in Preview, and then from the View menu, choose Contact Sheet. Instant 4-up pages.
