I just upgraded to a 50 gb storage, iCloud still not updating.

I upgraded my iCloud storage yesterday to 50 gb. I was wondering why my Photos App still giving me messages like, "your storage is full blah blah, upgrade your storage now" or when I checked on the Gallery I can see a message below which is, "400+ items have not been uploaded to iCloud. I tried restarting/turning it on and off my iphone, even checked on the status of my upgrade which was already billed. Can anyone help me with this? I really do want it to update.
