No, Apple Watch will not call anyone regardless of whatever your heart rate may be.

For Apple Watch Series 1 and newer models, under watchOS 4.x, elevated heart rate notifications are delivered on your Apple Watch (ie to you) when it detects a heart rate that rises over the level that you have specified whilst you appear to have been inactive for at least 10 minutes:


On your iPhone, in the Watch app, go to: My Watch > Notifications > Heart Rate
