I couldn't find error 2191 listed in the list of error codes.
It might be there is some corruption in your iMovie project at the 9 minute mark. Open your project, skim to the 9 minute point, and then skim frame by frame in that area using the left and right arrows on your keyboard. Look for any black or white frames, flashes, or flicker, or other signs of corruption. If you find one, trim it out or remove the clip.
If you are using iMovie 9 with El Capitan or later, that might be the problem because iMovie 9 is not fully compatible with those newer operating systems.
If the movie clips in your project are from iPhone 7 or later, they may have been exported in the new HEVC format, that happens by default. iMovie has trouble rendering that format, although it can be edited. Open one of the clips in Quicktime and go to Window/Show Inspector and see what format it is in. Should HEVC be the issue in your situation, go to your iPhone Camera and Video settings, and change the option from high efficiency video to "most compatible". That would solve the issue for future created movies. I'm not sure that changing the settings and re-exporting your present clips to iMovie would work, since they may have been shot in HEVC, but you could try. If they don't work, you might try converting the HEVC clips to Mp4 with the free download, Handbrake.
