I did as you suggested, but pop up persists
You may need to restore to factory settings and set up as new.
Did you restore from an iCloud backup? Did it complete? Go to settings, your name, iCloud, iCloud backup, and see if you can stop the restore. That should stop the message.
i keep getting a popup message/ purchase of this item is not currently available.
