I cannot remove devices from Apple ID

Hello, I bought a new phone, and I cannot connect to Music. I get a message saying I reached the limit for this Apple ID. It then says to go to a computer to Account>View My Account>Manage Devices and remove a device. I have tried from 2 different computers associated with the account (one windows and the other a mac). The list of devices and the remove buttons are greyed out. How do I remove the old phone? User uploaded file

If you can't click Remove (the button is dimmed), the device that you're trying to remove is connected to your Apple ID. Sign out of the iTunes Store on that device, then try again to remove it.
