Logic Express version 9.1.8 is not working after High Sierra Upgrade. Message says I need to update Logic Express but there are none to be found since version 9.1.8 Where do I find this update/upgrade?

Logic Pro 9 and Express 9 are NOT compatible with High Sierra. Only Logic Pro X v10.3.1 or later will run.
There are no upgrade/update paths: you will need to purchase Logic Pro X from the AppStore, or restore to an older macOS
