If it's being sold for significantly less than the retail price, be very suspicious. If the original owner reports it lost or stolen after the sale, it will be blacklisted and become useless to you. This is a common scam. Someone gets a new phone from their carrier, sells it, reports it stolen and gets a replacement from insurance. Then they have a new phone, and the money for selling the original and you're up the proverbial creek without a paddle.
There is an unavoidable risk with buying used phones from individual private sellers and that is insurance fraud.
Sellers can report the phone lost or stolen after the sale and the can result in the phone being blacklisted. This is more common with newer models.
For that reason, it is generally preferable to buy from established sellers who have earned a reputation for integrity and reliability and deal in volume.

You are going to get what you pay for. (Actually, you won't get what you pay for ... you will get an unusable iPhone.) Buy a new iPhone, or a previously owned one from a reputable dealer of Apple products in your country.

There is no way to check for it, as they report it stolen after they have your money and are no longer reachable.
If you want an iPhone 8, buy one new from an authorized retailer. Any significant discount for a used, 1 month old phone should raise alarm bells.

Read carefully "Check for Activation Lock before you buy a device from someone else" here:
One thing to check is to be sure activation lock is turned off. See the "If you bought the device from someone else" section of Turn off Find My iPhone Activation Lock - Apple Support
Remember also the iPhone 8 was just released two months ago.
If the price is "too good to be true", it probably is just that.

iPhone 8's are in short supply. Most "used" phones are selling for MORE than list price. If you are offered one for less than list price don't buy it.
DO NOT BUY THIS PHONE, unless you're prepared to lose the money and then you can enjoy a nice paperweight in the shape of an iPhone.
