International unlock code

I had my iPhone 6 Plus unlocked from AT&T after the contract was completed. When I tried to use the phone outside US, I got the message SIM not supported. I heard there is something called international or region lock that the manufacturer has the phone. Is anyone aware of this and how to unlock it?

Either AT&T did not unlock it, or you did not complete the process on your end.

I bought this phone as a new phone. When I followed the unlock steps, I got the message that phone is unlocked. I called ATT and they confirmed that the phone is unlocked. Only when I took the phone outside the US and tried to insert a SIM there that I get the message saying unsupported a SIM. The same SIM on my old Nokia phone that was never locked before worked.
