Can't Add Safari Extensions

I am having trouble installing extensions in Safari, running the latest MacOS and Safari. When I click on an extension, there is no option to install it. In fact, my extensions preference page is completely blank! Take a look: User uploaded file

Use Extensions preferences in Safari to change how you use extensions installed on your Mac. To view these preferences, choose Safari > Preferences, then click Extensions.

Safari extensions are software programs you can install to customize the way your browser works. For example, extensions can show news headlines in a bar below the toolbar, change the appearance of web content, or add buttons to the Safari toolbar.

In order to provide these features, extensions may access the content of the webpages you visit. It’s good practice to check which extensions you have installed and make sure you are familiar with what they do.

Extensions list (on the left)

Shows which extensions are installed on your Mac. Select one to see or change its settings.

When there are updates available for extensions from the Safari Extensions Gallery and distributed by the developer, an Updates button appears at the bottom of the list. Click Updates to see and install available updates. Safari extensions that came with apps will update automatically with those apps.

Extension enable (on the left)

Turn an extension on or off: Click the “[extension name]” checkbox.

Extension settings (on the right)

See or change settings for the selected extension.

To remove an extension that came from the Safari Extensions Gallery and was distributed by the developer, click its Uninstall button. To remove an extension that came with an app, simply drag the app to the Trash.

Automatically update extensions from the Safari Extensions Gallery

Select to turn on automatic updates for extensions from the Safari Extensions Gallery.

More Extensions

Opens the Safari Extensions Gallery website listing available extensions and links for installing them.

Click on more extensions .

Also -

  • From the Mac App Store: Open the Mac App Store, search or browse for an extension, click the button that shows the price, then click the button again to install or buy the extension.Open App Store for me
  • From the Safari Extensions Gallery: Go to the Safari Extensions Gallery, then click Install Now to install the extension you want.
  • From third-party developers: Download the extension from the developer, then open the .safariextz file. The Safari Extensions preferences pane opens and asks you to confirm that the extension is from a trusted source. Click Trust to install the extension.

Took a while to go through all. Still no change on the extensions page. The page loads but there aren't any extensions on it.

Also noticed that I can't sign in to Communities in Safari. The sign in box isn't visible. Both the extensions page and communities sign in work in Chrome.

Also ran virus check with Malwarebytes and Etre Check (nothing in red other than Time Machine nor configured).
